Service description and metadata for a referenced service is not honored at the REST endpoint when published from a ArcGIS Pro to 10.7.1 highly available ArcGIS Enterprise deployment.

Workaround
- Navigate to ArcGIS Server Manager for the site that contains the problematic service.
- Navigate to the Services tab. Click on the specific service > Stop and Restart the service. The issue no longer occurs, and it appears in all machines in the ArcGIS Server site match up.
