Additional Information
In the case when viewing pop-ups, features from multiple layers are now displayed in the order they are displayed in the map. When a point with a polygon layer underneath the order is clicked, the pop-ups are returned and are honored.Workaround
Zoom into the larger scale of the web map and then select the respective point features.
