Selecting elements from the Layout view switches the keyboard focus to the Content pane making the keyboard shortcuts difficult to use.

This issue is not reproducible with daily build of ArcGIS Pro version 2.4. After selecting multiple elements on the Layout View application focus remained on the Layout View allowing elements to be moved using the keyboard shortcuts.Workaround
Return focus to the Layout view by clicking the Layout item header or double-clicking an element.
