Selecting 'Delete tiles' for the Manage Mode parameter in the Manage Tile Cache tool after creating a tile cache does not automatically recognize the newly created tile cache.

Workaround

Change 'Cache Location' from the folder containing the tile cache to the recently created tile cache.
