Selecting a polygon in a graphicslayer with another polygon does not work unless the selection polygon intersects the graphicslayer polygon.

10.1 was the last release of the .NET WebADF technology. Client APIs (JavaScript/Flex/Silverlight) are recommended for web application development.

Workaround

Select the graphicslayer polygon using the DragRectangle client action rather then polygon.
