This is as designed. The newly added field displays at the bottom of the list. The list can have a custom order and consistently adding newly added fields to the bottom as opposed to elsewhere in the list makes it easier to locate and edit the placement.Workaround
Change the visibility in ArcGIS Online Map Viewer Classic.
