Additional Information
The issue is resolved in ArcGIS Pro 3.6.
Workaround
Toggle the SQL query in the Select By Attributes tool and change the default query to the actual field value:
- Value: Edit Existing, Attribute Online.
- Default SQL: Edits IN ('Edit Existing, Attribute Only', 'Edit Existing', 'Attribute Only', 'Edit Existing', 'Attribute Only').
- Edited SQL: Edits IN ('Edit Existing, Attribute Only').
