The ArcGIS Instant Apps Media Map template is the recommended approach for embedding maps, as it supports the maps created in Map Viewer.Workaround
A search locator can be forced to reference the World Geocoding Service/All by adding terms unique to it.
For example, adding a string such as 'OH' or 'flora' forced the search to reference the geocoding service, as the parcel layer only includes integers.
