Workaround

User needs to make sure they set SDE_SQLCHARSET setting when they run sde command (no matter local server or remote client server). Once this setting is set correctly before sde command issues, umlaut characters would retain. Check the attached "test.bat" file to generate correct and corrupted sdeexport files for a comparison.
