SDE is not able to export the data changes in XML using 'export data changes message' tool, if sde is not the owner of replica.

Use schema owner (WTRADM in this case) to export the data changes.NOTE: at 10 export is working but import is failing. Will add this to starteam to look at the import issue.Steps to Reproduce
