Saving a web map in ArcGIS Pro also stores the layerDefinition properties, even when no modifications are made to the current symbology.

Workaround
Update the web map within Map Viewer only. The web map can continue to be used in ArcGIS Pro, and the behavior does not reoccur if it is not saved within ArcGIS Pro.
