Saving a link to a PDF in the ArcGIS Web AppBuilder Smart Editor widget fails when linking to PDF containing ASCII encoded special characters in the URL.

Additional Information
The string field format, rich text is not supported in the Smart Editor widget and there is no plan to enhance the widget to support this capability.Workaround
Add the PDF as an attachment.
