Runtime .NET application fails if the project folder name has Japanese characters and the Runtime dll is added via NuGet.

Duplicate of BUG-000083073: Fixed in 10.2.6.

Workaround

Do not use NuGet Package manager to add the Runtime library, but install the Software Development Kit (SDK) on a local machine and add the .NET runtime reference to the project. Rename the project folder without Japanese characters.
