Running Validate Network Topology against a specific utility network against the default extent returns the error message: ERROR 999999: Something unexpected caused the tool to fail. ERROR: A requested row object could not be located. Failed to execute (ValidateNetworkTopology).

Additional Information

This is fixed in ArcGIS Server Utility Network 10.8.1.

Workaround

Run the validation against the same service in the ArcGIS Enterprise 10.8.1 setup works as expected.
