Additional Information
ArcGIS Desktop (including ArcGIS Engine and ArcObjects) is in mature support (https://support.esri.com/en-us/products/arcmap/life-cycle) and will be retired March 1, 2026. Mature support means the end of functionality-based patches and hotfixes; therefore, this issue will not be addressed. There are no plans for future releases of ArcGIS Desktop, and it is recommended that users migrate to ArcGIS Pro. Refer to the 'Migrate from ArcMap to ArcGIS Pro' documentation for more information (https://www.esri.com/en-us/arcgis/products/arcgis-pro/resources/migrate). This does work on the latest release of ArcGIS Pro 3.4.
Workaround
Select EXISTING instead of NEW, and type in the new folder name to successfully run the tool.
