Running the Connect Origins to Destinations tool returns a longer drive time for the 'No Traffic' option compared to the 'Live Traffic' option.

The issue is not reproducible. There are other reasons why using live traffic could be faster than using no traffic. No Traffic means static road speeds are used based on average historical speeds or posted speed limits (when historical speeds are not available). The average historical speed could be slower than the speed of a particular time of day, resulting in a longer travel time when using the No Traffic option. This is likely not the case since the analysis is done at 8 a.m. on a Monday morning. But this issue is not reproducible for further investigation.Steps to Reproduce
