Running sdesetup –o upgrade on an ArcSDE database that does not use any geodatabase functionality, and therefore has no records in the SDE.GDB_ObjectClasses table does not insert two required rows into the SDE.GDB_Items table. However, the operation returns the message that the upgrade was successful.
