Performance from the case described matches expectations when using paginated requests from the ArcGIS Pro client to the feature service to read records from the service for processing, which is what occurs when using Export Features. Different approaches are available for downloading feature service data using server-side processing to create a file geodatabase for use in the Pro client. Efforts are underway to provide an enhanced feature service download tool in a future ArcGIS Pro release. It is available now as a sample (https://www.arcgis.com/home/item.html?id=e853f494504c4101abb024ba79b26b72). There is no performance defect with the current approach, it is simply slower based on network bandwidth and latency to make many paged requests, depending on the size of the dataset. To suggest a new approach for downloading feature service data, submit an enhancement request, or preferably an ArcGIS Pro Idea.
