Running AML's as scripts doesn't work on Win2003 and some XP machines.

Description
When running an AML as a script through ArcToolbox, the AML fails to complete. Instead, the text 'Submitting command to operating system...' scrolls indefinitely though the command window.Cause
The cause of this issue is unknown but appears to occur mainly on non-English operating systems.Workaround
In some cases where users are working with Windows XP Service Pack 2, removing Service Pack 2 resolves the issue.Steps to Reproduce
