This issue is fixed in ArcGIS Data Reviewer version 10.7.Workaround
The following operations prevent a crash:- Remove the where clause.
- Change the where clause to reference a numeric field instead of a string (for example, OWNEDBY = 1 ).
- Remove the comparison rule.
