Bug

Running a search cursor without deleting the cursor object creates a dataset lock that will not allow raster conversion tools (Raster to Polygon and Raster to Polyline) to create a new feature output to the dataset. Other tools such as Copy Features are able to create the feature output as expected.

Workaround

1. Delete the search cursor object before running the next geoprocessing tool.2. Leave the search cursor open, send the output of the Raster to Polygon tool to the file geodatabase, then use Copy Features to send it to the dataset.
