Additional Information
This is specific to a topology on a feature service, and it is reproducible without a parcel fabric. The failure to fire the event only occurs for feature classes that participate in a topology. The same add-in code fires the events as expected if working in a file geodatabase and a mobile geodatabase.Steps to Reproduce
