Additional Information
The issue is not reproducible in ArcGIS Enterprise 11.1 or later. It is recommended to upgrade to ArcGIS Enterprise 11.1 or later to take advantage of the newer capabilities in the software.Workaround
Use ArcGIS Pro to connect to the ArcGIS Enterprise portal and use the routing service.
