Workaround
Use the StreetMap network dataset distributed with the ArcGIS 9.3 media kit: ESRI Data & Maps DVD for 2008. Otherwise the user may construct network dataset for this area by exporting the 9.2 lines to a new geodatabase.1. Create a new file or personal geodatabase on your hard drive. 2. Create a new feature dataset within the geodatabase. Assign it the same coordinate system used by the StreetMap data - North American Datum 1983.3. Select the roads falling within the polygon you created in our online streaming session.4. Export the roads to a feature class in the new feature dataset of the geodatabase.5. Run the Integrate tool on the new feature class. Set the XY Tolerance to .05 meters.6. In ArcCatalog, right-click on the feature dataset and choose New > Network Dataset.7. Step through the wizard to the button Connectivity. Set the option to "Any Vertex". 8. Click next until step 6 of the wizard, "Specify the attributes for the network dataset" click the Add button. 9. On the "Add New Attribute" dialog type in a name such as "COST_MILES". Set the usage type to "Cost" and the Units to "Miles". Leave the data type at "Double". Click OK. 10. Double click on the yellow triangle with the exclamation point next to the new cost attribute. This will open the Evaluators dialog window. 11. On the Evaluators dialog, for the two records displayed click under the Type column and choose "Field". Click under the Value column and choose "Shape". Click OK. 12. Complete the rest of the wizard and build the network dataset. 13. Add the network to ArcMap and select network analyst > New Route.
