Round-robin SOM configuration in ArcGIS Server Java 10.0 fails to recognize a recovered SOM and does not send requests to the recovered SOM automatically until service handlers are restarted.

For SOAP handler: *arcgis.som.retryinterval* property in the arcgis_wshandler.properties dictates the timeframe to get the recovered primary SOM back into configuration. The default is 30 minutes and this can be changed to a smaller value.For REST handler: this property is hard coded and the recovered SOM will again start taking requests automatically after 30 minutes marking SOM2 as back up server again.Steps to Reproduce
