This is a known issue with the geocoder matcher. The problem is related to field casing. In the attached CSV, certain fields like 'address', 'city', and 'district' are incorrect. Capitalizing these field names properly resolves the issue. Changing the field names to 'City' and 'Address' before publishing (or straight up changing the field names to cityOriginal, addressOld, etc.) should work correctly.Workaround
Modify the feature geometry through the Edit tab in ArcGIS Online Map Viewer or ArcGIS Online Map Viewer Classic.
