Reverse geocoding at the REST endpoint requires coordinates to be in the unit of the spatial reference of the address locator. This is inconsistent with the Reverse Geocode tool and the geocoding toolbar in ArcMap.

Additional Information

This is as designed. Project the coordinates before passing them to the locator (similar to how ArcGIS Pro and ArcMap work) or project the reference data and create the locator in the spatial reference that better suits the application.

Workaround

Convert all coordinates to the unit of the spatial reference of the address locator to reverse geocode from the REST endpoint.
