Additional Information

The patches have been re-released with 'B' version setups to mitigate the issue where ArcGIS 10.3.1 for (Desktop, Engine, Server) Feature Service Sync Performance Patch (http://support.esri.com/Products/Desktop/arcgis-desktop/arcmap/10-3-1#downloads?id=6420) and ArcGIS 10.3.1 for (Desktop, Server) Raster Type Cumulative Patch (http://support.esri.com/Products/Desktop/arcgis-desktop/arcmap/10-3-1#downloads?id=6419) cannot be installed alongside each other. If the issue is experienced when querying a feature service after installing any of these patches, download and install the latest version of the patches to resolve the issue. The latest version of the patches installs over the previous version, therefore, the previous version do not need to be uninstalled.

Workaround

Uninstall either one of the patches to ensure the feature service works as expected. It does not matter which patch is uninstalled. To do so:1. Go to Control Panel > Programs and Features > View installed updates.2. Select the patch to be removed, and click Uninstall.
