This is not a memory leak. ArcGIS Server's java processes are opportunistic in nature. When receiving a large number of requests, it will not immediately release the memory it allocated. That memory will be retained for some time as to keep the ArcGIS Server in a prepared state for further requests.Steps to Reproduce
