Working fine in 10.0, SP1, and 10.1.Workaround
In ArcMap 9.3.1, redefine the 2010_24870_rgb.tif. Navigate to ArcToolbox > Data Management Tools > Projections and Transformations> Define Projection. The input raster is the 2010_24870_rgb.tif and for Coordinate System > Select > Projected Coordinate Systems > State Plane > NAD 1983 HARN (Feet, Intl and US)> NAD 1983 HARN StatePlane Florida North FIPS 0903 Feet.prj. Apply and click OK.Now 2010_24870_rgb.tif is in the correct place when displayed in ArcMap 9.3.1 and 10.Steps to Reproduce
