Additional Information
This is a known behavior when using 'All Fields' which is the default download CSV option but this can be achieved by using the 'Configured pop-up fields' option for Export fields with CSV download in the Output tab of the configuration panel.
Workaround
Order the fields as desired before publishing the service.
