Reordering fields in a layer's pop-up within Map Viewer does not reorder the fields in the layer's pop-up in mobile apps or Map Viewer Classic.

Additional Information
This is expected for pop-ups authored in Map Viewer (4x) and consumed in Map Viewer (3x) apps since the field order is stored in 'popupElements', and Map Viewer (3x) apps do not read 'popupElements'. When authoring pop-ups in Map Viewer Classic, the field order is stored in 'fieldInfos' under the 'popupInfo' root. This is why the field order is honored in Map Viewer (3x) apps when authoring the pop-ups in Map Viewer Classic.Workaround
Reorder the fields in the layer's pop-up in Map Viewer Classic.
