Removing a legend component from the Contents pane and then reopening the project results in the element returning in ArcGIS Pro 3.6.

Duplicate of BUG-000181233.Workaround
Toggle the legend component off so the component is not visible, instead of deleting the component. When reopening the project, the legend remains toggled off and the symbology are not visible.
