Workaround

  1. In Survey123 Connect for ArcGIS, open the survey, "Case02761342_Bug_01" or create a new survey and copy the information from the xlsx form Case02761342_Bug_02 to the survey.
  2. Click XLSForm.
  3. In the Survey tab, for the Relevant column, change the syntax from (${WhichState}, 'North Carolina') to ${WhichState}='North Carolina', and from (${WhichState}, 'South_Carolina") to ${WhichState}='South_Carolina'.
  4. Click Publish button to publish the survey.
  5. Open the survey form in a web browser (or go to this link: https://survey123.arcgis.com/share/0f1b9e36329f4caab9d181305acbfe72)
  6. When North Carolina is selected, the question Which College in North Carolina is shown.
