Bug
Registering a feature class with Azure SQL geodatabase using the Register With Geodatabase tool fails and returns the following error, "ERROR 999999: Something caused the tool to fail. DBMS does not support this function".

This issue is addressed in ArcGIS Pro 3.2.Workaround
Register with geodatabase before creating polygons.
Dropping the spatial index and the PK clustered index will allow the table to be registered when data exists in the table.
