This issue is no longer reproducible in ArcGIS Pro 3.5 and ArcGIS Enterprise 11.5. If the behavior recurs in the future, please feel free to submit a new defect for further investigation.Workaround
Publish scripts that reference a local file path from an ArcGIS Enterprise or ArcGIS Server machine, and/or register the folder containing the toolboxes and CSV with ArcGIS Server.
