Workaround
- In ArcGIS Pro, remove the domain from the field or feature class.
- Right-click the layer, select Symbology.
- In the Symbology pane, from the Primary symbology drop-down menu, select Single Symbology.
- Navigate to the Share ribbon tab, in the Share As group, click the Web Layer drop-down menu and select Overwrite Web Layer.
- In Map Viewer, the new service has no domain values any longer. However it is a different symbology.
- In ArcGIS Pro, right-click the layer, select Symbology.
- In the Symbology pane, from the Primary symbology drop-down menu, select Unique Values.
- Navigate to the Share ribbon tab, in the Share As group, click the Web Layer drop-down menu and select Overwrite Web Layer.
No domain values display.
