This is expected behavior in Field Maps when the amount of data being requested to render exceeds the default Max Record Count of 2000 per query request. This applies to both ArcGIS Enterprise and ArcGIS Online. In Field Maps, continuously panning and zooming in or out any missing features should be retrieved through additional queries.Workaround
For ByReference services published to ArcGIS Enterprise from ArcGIS Pro, the value for `Maximum records returned by server` can be increased from 2000 to a higher number. For ArcGIS Online hosted feature services, the value can be increased manually through the Admin page and then performing an updateDefinition. Note that while this will return more features per query request, this can impact overall performance since the queries will take longer to complete or process.
