Rebuilding the database index using ArcObjects script affects tables not owned by the user running the tool.

Additional Information

The coarse grained API (Geoprocessing tool) is built with the fine grained API (ArcObjects) however business decisions are made in the API implementation. This means that for user written fine grained code, they must make the same decisions.
