Workaround

Manually create the spatial index using an SQL statement.CREATE INDEX A4_IX1 ON SDE.TRANSPORTATION_L(SHAPE) INDEXTYPE IS SDE.ST_SPATIAL_INDEX PARAMETERS ('ST_GRIDS = .016,1.376 ST_SRID = 4 ST_COMMIT_ROWS = 10000 PCTFREE 0 INITRANS 4 STORAGE (INITIAL 409600) ')
