Additional Information

Duplicate of BUG-000091103: This issue is not reproducible in the final version of 10.4 and is most likely the same issue as BUG-000091103, which is specifically fixed for 10.4.

Workaround

Right click the network in ArcCatalog and rebuild from the context menu. Version 10.4 build 5524 does not appear to be encountering this issue.
