Issue is fixed in Esri Roads and Highways for Desktop 10.6 release. See bullet number 4 (TFS 55206) in Esri Roads and Highways 10.6 announcement here: https://support.esri.com/en/download/7570.

Workaround

Upgrade to Esri Roads and Highways for Desktop 10.6 or simplify the polylines to remove the extra vertices.
