Rasters with only one row and column result in an output value of 2147483647 to -2147483647 or the specified NoData value when used in geoprocessing tools and output to a file geodatabase, regardless of the actual value stored in the raster.

See the comments in the description - the geodatabase stores empty raster dataset as a single row/column raster dataset.
Workaround
Specify the output to a raster format other than geodatabase. Resample the raster to have more than one row and column within the specified extent.
