Bug
Rasters with no raster functions are returning the error, "Item that contains raster function cannot be copied, please select Convert Rasters option" and fails to execute when running the Mosaic Dataset To Mobile Mosaic Dataset tool in ArcGIS Pro 2.3.1.

Workaround
Turning on the option to 'Convert Rasters' under the Output Data Options for the tool parameters allows the tool to run successfully. Note that the resulting rasters are converted from the original format.
