Raster always shows up on top of the polygon when the output of the Map to KML tool is viewed in Google Earth Pro.

Additional Information

This is a Google Earth Pro on desktop bug. The KML file correctly has the polygon layer above the image overlay, but when the polygon layer uses any of the 'clamped' altitude properties, it draws below the image overlay. It is recommended to report the issue to Google Earth. The image has been discussed online, including in GIS Stack Exchange: https://gis.stackexchange.com/questions/366554/google-earth-force-kml-polygon-on-top-of-image-overlay It does not relate to ArcGIS Pro and cannot be fixed from the Esri side.
