Workaround
So the workaround to this problem would be to perform a Define Projection on the output coverage (to NAD_1983_HARN_Adj_WI_Dane_Feet). Once this is performed, the data accurately lines up with the original gdb feature class. This is an additional step for the customer, but that's the only way to get past this bug in the meantime. *An expected solution to this problem would be to modify the coordinate system in Quick Export's Specify Output Destination dialog box (i.e., choosing NAD_1983_HARN_Adj_WI_Dane_Feet). However, the coordinate system ellipse button is disabled so this is not possible (which could be a whole separate issue).
