Querying a map service with the 'Order By' parameter results in the following error, "Failed to execute query." The failure occurs when the 'Order By' parameter is used on a text field from an Oracle database with 2001 or more characters allowed.

This behavior is as designed. Ordering by NCLOB (or any other LOB data types) is not supported in Oracle databases. For more information, refer to the document available from the following link, http://bit.ly/2ahHWOk. When creating a text field larger than 2000 characters as Unicode, it gets mapped to NCLOB, as stated in the document from the following link, http://arcg.is/2akZQ01.
