Create a duplicate of the layer in the source ArcMap MXD used for publishing. One layer contains cartographic representations and desired symbology, while the other layer does not contain cartographic representations and uses hollow symbology. After publishing the map service, do not enable pop-ups for the layer with cartographic representations. Enable pop-ups for the layer using hollow symbology.
