Additional Information
As the release of ArcGIS Enterprise 10.8 has been retired, and the issue is not reproducible on 10.8.1 or higher releases, upgrading is advised to avoid this issue.Workaround
To publish the hosted feature layer, refer to the steps below:
1. Confirm if the current ArcGIS Enterprise release version is 10.8.1.
2. Compress the file geodatabase and upload the file geodatabase to the ArcGIS Enterprise portal through a web browser.
