Bug
Query on a map imagery layers with an envelop in a different projection (with Transformation) doesn't return feature with Record Count Only-Option when source is coming from an Enterprise Geodatabase.

Workaround
Add the datumtransformationID to the Parameter: https://<Your FQDN>/<Your Server WebAdaptor>/rest/services/Map31259/MapServer/0/query?where=1%3D1&&geometry=1786053%2C6125914%2C1786063%2C6125924&geometryType=esriGeometryEnvelope&inSR=3857&returnCountOnly=true&datumtransformation=1618
This results into getting a correct result of Count: 1
